Addressing: Identification and Resolution of Learning Objects and Metadata:

That is a *rough* draft of the system I have created as part of the Canadian EduSource project in association with CanCore.

That document defines a format for identifiers based on a variety of existing recommendations. The document also defines a system for distributed identifier resolution using the existing and widespread LDAP standard. The poposals design goal was to be as open as possible using existing standards wherever it could with a minimum of requirements. I have an alpha quality preliminary Open Source (LGPL) system in Java (on Tomcat) and OpenLDAP implementing the functionality described in the above document, it can be found here:
