It is perhaps more helpful to think of this as the minimum number of items that an implementation/metadata handling tool is expected to be able handle for a given metadata element. That is, implementors cannot set a maximum number of items that can be recorded for an element that is any smaller than the number specified by the smallest permitted maximum.
