Dave Cormier has posted his concept of a Feedbook - basically a dynamic resource collection associated with an educational context.
I think the Feedbook concept is one of the building blocks of a personal learning environment - instead of a set of "learning objects", a mix of bookmarks, files, and feeds that can continuously update, and can be modified by participants as time goes on. Not a difficult concept technically - its part of our PLE demonstrator application (still in the workshop) - but it is a slightly different way of looking at educational resources.
I think the implementation of this will vary according to the general model of operation. OPML is fine if its just resources being shared; FOAF:Group with dublin core metadata is a better model when mixing both resource information and participant information - which is I think is going to be more useful than a "feedbook" alone...
